What Most People Call a “NJ Boating License”
In New Jersey, what some people refer to as a boating license is officially called a Boating Safety Certificate. After passing a New Jersey–approved boating safety course and exam, you will receive this certificate, which allows you to legally operate a powered vessel in NJ. If you are a New Jersey resident boating on non-tidal waters, in addition to this certificate you may be required to have a boat license as well. (an endorsement on your drivers license.
Who Needs a Boating Safety Certificate?
You are required to have a Boating Safety Certificate if you operate:
- Any powered vessel (including jet skis / PWCs)
- Any motorized boat, regardless of horsepower
- Personal watercraft (WaveRunners, Sea-Doos, etc.)
This applies to:
- New Jersey residents
- Out-of-state residents operating a vessel in NJ waters
If you are operating a non-motorized vessel only (such as a kayak, canoe, or paddleboard), certification is not required.
Who Needs a Boating License in New Jersey?
New Jersey Boat License Exemptions as per the NJSP
- Vessel powered by a motor less than 1 HP or a 12 volt electric motor.
- A vessel 12 feet long or longer with less than 10 HP.
- While competing in an authorized race pursuant to a permit issued by the Division of State Police in the Department of Law & Public Safety.
- If the person is an out-of-state resident who has written proof of successful completion of a course substantially similar to a NJ ap proved Boating Safety Course.
How Old Do You Need to be to Drive a Boat in NJ?
New Jersey has specific age rules for boating:
- 16 years or older
- May operate powered vessels and personal watercraft after certification
- Under 16
- Ages 13-15 may earn a NJ Boat Safety Certificate, but will be restricted in types and horsepower of vessels they can operate. They must be 16 to get a non-tidal boat license.
- Personal Watercraft (Jet Skis):
- Must be at least 16 years old and certified
These rules are enforced by the New Jersey State Police Marine Services Bureau.

In New Jersey, the boating safety exam must be taken in person. NJSP requires the final exam to be proctored by an approved instructor.

What You Receive After Passing the Exam
After successfully passing:
- You receive a temporary Boating Safety Certificate (pink copy)
- You are legally allowed to operate a powered vessel on tidal-waters
- Your permanent certificate will mailed to you
NJ law requires the MVC to accept the original temporary certificate while your permanent card is being processed.

Once certified, you may visit the New Jersey Motor Vehicle Commission to:
- Add the boating endorsement to your driver’s license
- Some MVC locations may be unfamiliar with the process, always bring your temporary or permanent certificate and request a supervisor if needed. Double check requirements at your local MVC location.

What is the Difference Between a NJ Boat License and NJ Boat Safety Certificate?

The boat license is not a replacement for a boat safety certificate; it is an additional requirement. On non tidal waters in the State of New Jersey you need both, a boat safety certificate and a boat license. To obtain a boat license, go to your nearest NJ Division of Motor Vehicle Commission Facility, bring your NJ Boat Safety Certificate and apply for a boat license – which is an endorsement on your NJ driver’s license. You may use your temporary certificate to obtain your boat license; you may need to ask to speak to a supervisor at Motor Vehicles. As per the NJSP, the MVC will honor the temporary certificate. Remember: With a tide = one card, without a tide = two cards.
